    Robin Barnett is a career diplomat, who has undertaken many roles in 36 years at the Foreign and Commonwealth Office (FCO). Geographically, he has spent much time in Central Europe, most recently as Ambassador in Warsaw and as FCO Regional Director of the Central European Network from 2011 -2016. He has experience of bilateral and multi-lateral diplomacy, prosperity work and delivering change.

    He has previously served as Managing Director Business Group in Department for International Trade from 2010-2011, as Ambassador to Romania (2006-2010) and as Director of UKvisas - the FCO/Home Office Visa Issuing Unit (2002-2006). His earlier career included a posting to Warsaw from 1982-1985 beginning under Martial Law, as well as working on the Conventional Arms Control Treaty in Vienna (1990-91) and in the UK UN Mission in New York (1991-96) working on development.

    He returned to Warsaw from 1998-2001. Robin’s positions in London have focussed on the EU, Security Policy and the Western Balkans, and he also worked on Middle East issues in 2001-2002. Before joining the FCO, Robin studied law at Birmingham University. Outside work he enjoys travel, history, watching sport, and music. He is an avid supporter of Manchester United Football Club.

    Steven originates from Ayrshire, Scotland. He was a Police Officer in Scotland from 1985-2015. During this time, he served with Strathclyde Police, Scottish Crime and Drug Enforcement Agency, Her Majesty’s Inspectorate of Constabulary and, since 2013, with the reorganisation of policing in Scotland into a national force, Police Scotland.

    Irish Government’s Special Rapporteur for Child Protection

    Professor Geoffrey Shannon is a solicitor. He is the Irish Government’s Special Rapporteur for Child Protection, Chairperson of the Adoption Authority of Ireland and the Irish Expert Member on the Commission on European Family Law.
    In 2010, Professor Shannon was appointed by the Irish Minister for Children to conduct a review of 196 children who had died in the care of the state or known to child protection services in the period 2000 to 2010. The review was published in June 2012 and has been described as a watershed in the area of child protection in Ireland.

    In 2017, Professor Shannon completed an audit on the exercise by An Garda Síochána of its emergency child protection powers. It is largest worldwide audit of the exercise by a police force of its emergency child protection powers. In welcoming the audit, Minister for Children Dr. Katherine Zappone stated:

    [Dr. Geoffrey Shannon] has done a great service to children. He has done monumental work in terms of what we as policy makers need to do in order to support children in crisis. His report is a comprehensive, thorough analysis of the strengths and deficiencies in our shared approach to child protection.
    Professor Shannon is the recipient of several awards for his work in the area of national and international family law. These include the 2005 JCI Outstanding Person of the Year Award, the 2006 Canon Maurice Handy Award and the 2013 Irish Law Award.

    On 23 June 2017, Mr. Justice Peter Kelly, President of the High Court presented Professor Shannon with the Dublin Solicitors Bar Association Award for outstanding contribution to legal scholarship for his entire work to date.
    Professor Shannon is a prolific author and has written leading texts on national and international child and family law. He is also the editor of the Irish Journal of Family Law.

    Caroline is the ISPCC Interim Chief Executive currently. In her role as the ISPCC’s Director of Services, Caroline has responsibility for ensuring the provision of high quality, accessible child-centred services to children and families across the country. Caroline began working with the ISPCC as a volunteer in 1992 and joined the staff team in 1996.

    She has worked in various roles during this time and has been Director of Services since 2007. Prior to joining the ISPCC, Caroline worked as a social worker, youth worker and community development worker within both the statutory and voluntary sector. Caroline was seconded from the ISPCC to the National Children’s Office to establish and run the first Dáil na nÓg, was later appointed to the National Children’s Advisory Council and following this onto the National Advisory Council for Better Outcomes, Brighter Futures, the national policy framework for children and young people.

    Caroline was the voluntary sector representative on the Garda Vetting Implementation Committee, a member of the Board of the Children’s Rights Alliance for seven years and is currently a member of the Tusla National Commissioning Working Group.

    The Irish Society for the Prevention of Cruelty to Children (ISPCC) is Ireland’s national child protection charity.

    Our mission is to make the protection of children everyone’s priority. We listen. Childline is the national listening service for children and young people in Ireland, and is a confidential service run by the ISPCC, by telephone, text and online. In 2015, over 420,000 contacts were answered by our volunteers.

    Assistant Commissioner Michael O’Sullivan has 36 years policing experience in a range of operational roles here in Ireland, and abroad with the European Union, the United Nations and the Council of Europe. More recently as Detective Chief Superintendent in charge of Security and Intelligence Section he has responsibility for state security and all policies and counter-measures to afford protection or security within the state to persons, institutions, installations and any other persons and places at risk. He is the Head of the INTERPOL National Central Bureau for Ireland and Head of EUROPOL National Unit (European Police Intelligence Agency) in Ireland. He represents the Garda Síochána at a number of international working groups on security and intelligence matters. He also has responsibility for the Garda liaison officer network and the state’s witness security programme. Assistant Commissioner O’Sullivan holds a Post Graduate Diploma in Executive Leadership from UCD/Harvard USA and a BA (Hons) in Police Management. He is a member of the International Association of Chiefs of Police (IACP) and of the EUROPOL Management Board in The Hague.

    An Garda Síochána is the national police service of Ireland. The Mission of An Garda Síochána is Working with Communities to Protect and Serve. Following the establishment of the Irish Free State in 1922, the Dublin Metropolitan Police merged with the recently established An Garda Síochána in 1925.

    Today, An Garda Síochána is a community based organisation with over 14,500 Garda and Civilian employees, who serve all sections of the community.
